Original Proceeding Pursuant to Article VI, Section 3 of the Constitution of the State of Colorado The General Assembly of
the State of Colorado, by joint resolution, has submitted five interrogatories to this court pursuant to article VI, section
3 of the Colorado Constitution requesting our opinion on constitutional issues regarding Senate Bill 93-74. By order dated
March 25, 1993, we agreed to answer Interrogatories Nos. 2 and 5, and declined to answer Interrogatories Nos. 1, 3, and 4.1
We now determine that the answer to Interrogatory No. 2 is "Yes," and the answer to Interrogatory No. 5 is "No." I
